Dissemination and Reporting of Crime Information

The Department of Public Safety (DPS), through brochures, pamphlets, and Safety Awareness orientations / programs,  requests that all criminal incidents occurring within the College community be reported to this department so that we may respond effectively and for proper documentation.  Information regarding all criminal incidents reported to DPS are in turn reported to the Borough of Carlisle Police Department (CPD), the municipal police department which has superior jurisdiction over and surrounding the College.  To better serve the College and surrounding community, and in continuance of this joint effort to serve the greater community, borough police also supplies the Department of Public Safety with information regarding to incidents that have been reported to them for the neighborhoods adjoining the College.  Yearly statistical information for criminal incidents reported to DPS are also filed with the State Police for publication in the Pennsylvania Uniform Crime Report.

The Department of Public Safety regularly provides information on crimes and other serious incidents to the weekly student newspaper, “The Dickinsonian”, and when warranted, timely Public Safety Alerts / Advisories are issued College-wide via e-mail to inform the College community and make them aware of possible areas of concern. Additionally, public logs of daily events are made available upon request.

Disciplinary System

In addition to federal, state, and local laws, Dickinson College students are also governed by the College’s “Community Standards” and other policies (academic, residential housing, health and safety…)  Copies of these policies may be obtained from the Office of Residential Life and the Office of the Dean of Students.

State and Federal Crime Statistics

The following linked page contains statistics which are made available to the College community in compliance with state and federal laws.  The table lists eight categories of crime – the same categories which every Pennsylvania law enforcement jurisdiction is required to report annually to the State Police, and information related to the provisions of the Jeanne Clery Act.  Each category is subdivided by where the criminal incident took place: On-Campus, specifically within a residence hall, within / on a Non-Campus property, or on an adjoining Public Property.

The tern “On-Campus” relates to all offenses occurring in/on:
 (I) Any building or property owned or controlled by an institution of higher education within the same reasonably continuous geographic area of the institution and used by the institution in direct support of, or in a manner related to, the institution’s educational purposes, including residence halls; or
(II) Any property within the same reasonably continuous geographic area of the institution that is owned by the institution but controlled by another person, that is used by students, and supports institutional purposes (such as food or other retail vendors).

The term “Non-Campus” relates to offenses occurring in/on:
 (I) Any building or property owned or controlled by a student organization that is officially recognized by the institution; or
(II) Any building or property owned or controlled by an institution that is used in direct support of, or in relation to, the institution’s educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution.  Please note, Dickinson College currently has no facilities that are regarded as being “non-campus” properties.

The term “Public Property” relates to offenses occurring in/on:
All public property, including thoroughfares, streets, sidewalks, parks and parking facilities, that is within the campus, or immediately adjacent to and accessible from the campus.
